Mount Pleasant Village Center is a shopping center in Mount Pleasant, Wisconsin, located on the northwest corner of Green Bay Road and Washington Avenue. The shopping center opened in 2002 and is anchored by Kohl's and Festival Foods. Kohl's has been a tenant since 2002, while the Festival Foods was initially occupied by Jewel-Osco and later by Sentry Foods before Festival opened in 2014. The center includes two outlot buildings, and shares its parking area with the separate Mount Pleasant Corners development as well as a Taco Bell location and an Advance Auto Parts store.

History[edit | edit source]

Historically, the area around Green Bay Road and Washington Avenue was known as Mygatts Corners, named for Wallace Mygatt, who settled on the site in 1836.[2] The site of the future Mount Pleasant Village Center was home to St. Paul the Apostle Catholic Church, which opened there in 1964 to house a parish established by the Archdiocese of Milwaukee the previous year.[3][4]

In 1996, the leadership of St. Paul's Church was approached by commercial developers, who offered to buy the property to construct a new shopping center, with the sale of the property financing the church's construction of a new building.[5] In May 1999, the Prairie Crossing shopping center was proposed to be built on the site, which would be anchored by The Home Depot.[6] Local residents protested the plan, arguing that the development would add heavy traffic to the intersection of Green Bay Road and Washington Avenue, already "the state's busiest intersection outside of Milwaukee".[7] Despite the controversy, the Mount Pleasant Town Board initially approved the plan in July 1999.[8]

However, as opposition grew from local residents, the Racine County Board reversed the town's decision in August by rejecting the zoning changes necessary for the shopping center's construction.[9] Home Depot initially attempted to rework its plans for the store, but ultimately decided instead to take over the recently closed Builders Square store building at High Ridge Centre in Racine.[10]

The following year, another development plan was announced for the site, this time anchored by a Jewel-Osco supermarket and a new Kohl's department store replacing the existing Kohl's at nearby Racine Centre.[11] The new developer, Bradford Real Estate Services Corporation, worked to gain support from locals, and the proposal's zoning changes were approved by the Racine County Board in June 2000 without controversy.[12] However, the project was threatened in October of that year, when the city of Racine proposed a moratorium on new extensions to the eastern Racine County sewer system.[13] St. Paul the Apostle Church held its final service in the building on May 6, 2001, and moved to a temporary location in Westgate Mall.[14]

The center's first tenant, Kohl's #175, opened on April 7, 2002, the day after the closure of the Racine Centre Kohl's store it replaced.[15] Jewel-Osco opened on October 27, the chain's first location in Racine County.[16]
