A groundbreaking ceremony was held for the store building on August 19, 1975. The store was developed by H-R-K Bucyrus Limited, a partnership owned in part by then-Ohio governor Jim Rhodes, although Rhodes' part of the business was held in trust while he was governor. During construction in 1976, it was discovered that the developers had received a $1.01 million loan from the Standard Savings and Loan Company of Columbus, violating a state law which prohibited savings and loans from loaning more than 10 percent of their withdrawable assets to a single borrower. The loan was made one day after the state government approved Standard's application to open a new branch in Newark. The allegations of illegal activity did not affect the store's opening a few months later. |
